Metered taxis "Sweaty taxis" as they are called locally are the cheapest with no meter, if you get in a metered taxi you can still negotiate a price off meter. Taxis are so cheap don't hesitatie in using them but be aware that the driver knows where you want to go. I got in one and a 20 minute trip took 90 minutes.
