Worst hotel in 25 years

This is a sailors hotel: very small rooms, not really clean, needs refurbishment. Very noisy at night on the street outside. Even in Japan I have never stayed in rooms as small as these, in 25 years of business travel.
We booked two rooms, but it was so bad both my colleague and I decided the move the next day to another hotel, where it was much better, in fact ideal.
The hotel is run by an Asian gentleman, with poor English and poor manners in Norwegian also.
