We have stayed in a number of hotels of various star ratings and, having read the reviews, were apprehensive about this 4 star hotel. They were absolutely right. This has got to be the worst we have stayed in. The receptionists were the best part of it and were constantly fending off complaints. Reception was always dark (one receptionist was told off by the owner because the lights had been put on 15 minutes too early). The Casanova pub was closed. The poolside bar was closed (if you wanted drinks or food you had to ring Jamies Cafe to order - 8 floors below!)
The "restaurant" was half open, the rest in darkness. The restaurant staff were sullen, with no greeting other than "what is your room number". The food was boring and mainly cold with a lack of decent choice, particularly in the evening. The fried eggs for breakfast were about the best food going, as long as you got them when they came out of the kitchen.
The courier, from Malta Bargains, was only to be seen when she was doing her bit for the new people and even then she had to rush off from ours because she had another hotel to go to, which was obviously more important. Now to the room (No. 240). It was quite large, with a large bathroom. That was the only good point. When we opened the curtains we faced concrete walls on 2 sides and the 3rd side was the patio doors of another room. The outside area was about 10 feet square and was the patio area of the other room, so we had to keep our curtains drawn all the time. On the first day the shower curtain fell down. Later, on 2 consecutive nights, there was water dripping from the ceiling. This turned out to be a problem with the air conditioning and dripped through the night. The maintenance man and reception were very good in trying to get it sorted and eventually it was fixed. We were shown 2 rooms to change to and declined both as they appeared worse than what we had. The towels were changed daily, but the bed linen was not changed in the whole week we were there. The floors were dirty and on one occasion the sink looked as though it had been cleaned with a dirty, greasy cloth as there was black scum marks left after it had been "cleaned" and we had to scrub to remove them before washing. The owner was there most of the time but only seemed interested in propping up the small bar in Jamie's. Totally lacking in atmosphere.
In closing we would say that with the right vision this could be a truly good 4 Star hotel, but currently I wouldn't give it 2.

Top Local Tips for St. Pauls Bay
St Pauls Bay / Buggiba If you have a look around there are some decent restaurants in St Pauls, the Portobello, tucked away over looking the harbour offers some good dining from it's ala carte menu, all reasonably priced. You should also try some of the local wines. St Pauls is a quiet resort, maybe best for older travellers, and it offers good access via public transport to the rest of Malta.
They will rip you off, stand firm Know your prices. Us Brits always go mad on holiday with money like its Monopoly money. The white taxi cabs will rip you off every chance they get, stand firm on the price & do what we did, start to walk away & they then back down, every time. Example- Bugibba to St Julians should be NO MORE than 8 Lire at any time of day/night. First night a couple in front of us were charged 15 Lire for this journey (nearly £15 MORE than we paid for the same journey).
Mirabelle Restaurant, Bugibba Square Excellent food, so much of it and very reasonable and service second to none
