Friendly staff and all basic facilities from rooftop indoor and outdoor pools and jacuzzi down to lobby coin-operated internet service. Rooms basic but clean with essential facilities.
Not a 4-Star hotel by any UK or International standards that I know from world travel - but superb value if you think of it as a 2-3 Star hotel with extra facilities.
If you get a good 2-3 Star price then enjoy the experience but don't expect 4-Star hotel and certainly don't pay 4-Star prices.

But no, they did send us to the Windsor Hotel
There were lots of noisy East European teenagers who were visiting Malta for a language course (and who obviously celebrated the fact that they were not accompanied by any adults).
Also there were a lot of older (+ 65) people.
And there were we: 4 Flemish families with young children (11-15 year).
I had not at all the impression that one of the staff members was enjoying his or her job.
The mattress on the bed was worn-out, even as the other furniture in your room. The balcony is very very small, it's not possible to put 3 chairs on it.
If you get a look out of your window, you get depressed because you look into the rooms of an other hotel on the other side of the narrow street (only 4 meters away from your room).
In the bathroom there were rust spots everywhere (behind the toilet, behind the washbowl). The taps were not shining at all, the airco is very noisy, the swimming pool is to small for the hotelroom capacity, there were not enough seats and parasols at the pool, the children lost their beach ball a few times because it flew over the fencing (that was only 1 meter high and only 2 meters next to the swimming pool). The swimming pool is at the top floor.
The elevators were not working very well, so you had to wait and wait and wait
The quality of the food was very poor, and there was no variation (day 1: swordfish and chicken, day 2: swordfish and chicken, day 3: swordfish and something they named duck', but everybody was convinced it was chicken again, day 4 .). Although I have to admit that there was variation in the method of preparation: one time it was grilled, than it was coocked, than it was backed.
They did not fill up your minibar, even if you asked for it, there was hardly no entertainment program, the bar was small (I think there could be at maximum 20 people in it, although the hotel has a lager capacity of guests).
Summarizing:
If you think of it as a moderate outdated 3* hotel that urgently needs an update, then you will not be disappointed. If you think you are going to enjoy your holiday in a nice 4* hotel, Windsor will be your nightmare!

there aren't any If you like to walk, Sliema is the place for you. Why? because that's all there is to do I came back 5lbs lighter. No night life, no entertainment. And don't go when they are having an Election. The following day is taken as a holiday, Everything, bars, cafes shut down and all you have is noise from cars racing around, cars honking their horns non-stop with flags sticking out of evry window.
nightlife Silema - go to spinola bay for great restaurants esp the Paparrazi as gives massive protions and great value for money. Paceville just around the corner has great nightlife - wide choice of bars and restaurants. can be bit of trek and beware taxis as the fancy cars cost at least double the white metered taxis!
great buses just see where you want to go and get on one of the buses they go all over malta just pick a timetable up which gives you what number you need to get to were you want to go.
