My friend and I were in Hanoi just last week. We came across Rose Hotel accidentally- we were looking for a good Halong Bay tour at a place that accepts Visa. When we met Mr. T (Thom or something we're not sure of), we had the best impression of him. He was very helpful and seemed very honest, telling us that we'd been overcharged for our Sapa trip booked with another hotel, and that we were entitled to a 4 star hotel for the price we paid. He answered every question we had about Vietnam. He also had a woman helper- very deferential- show us a hotel room of his (it was clean and had its own internet ready PC in the room- we were impressed), to persuade us to stay at his hotel upon our return from Sapa. We didn't end up doing that, which is a blessing in hindsight. PS- the hotel has no elevator and the bathroom is tiny, with no partition between the toilet and shower.
Our biggest mistake was asking him to recommend and book a hotel in Ho Chi Minh city for us. He typed away on his computer and showed us "DuNa Hotel," clearly labelled 4 star. He told us it was great and charged us US$45/night for 2 nights. However, when we got there, the hotel was clearly marked as 2 star and we were put into a tiny room on the 4th floor with a window (if u can call it that) that looks right into the hotel corridor. The service & facilities were pretty bad, but that's a separate review. The staff refused to tell us how much our room cost, but we found out before we left that it was only US$25/night when the manager tried to charge us again, somehow not knowing that we'd already paid through Rose Hotel, which they had a business partnership with. On our first night, my friend called Rose Hotel to tell Mr. T. that there's no way the room costs US$45- we wanted an upgrade. He told her that he knows nothing- he had a travel agency book us the room and will have to get in touch with them. He reassured us that we would be compensated in some way- maybe tour vouchers etc.- and that he would call us 10am the next day. Surprise, surprise, he never called. My friend tried reaching him for at least 8 times before we gave up- the first 2 times, a lady told us he was "away" and thereafter, the phone was disconnected on us each time. So don't be fooled by his boy-ish open face and helpful manner. The guy is a CON ARTIST!! Our experience with him was the so-called straw (the biggest one, in fact) that broke the camel's back and left us with a generally sour memory of Vietnam.
Also, the Halong Bay trip from Rose Hotel was nothing special- the company they booked us with also seems to be dodgy. There were 3 foreigners that I knew of that had paid much more for their "VIP" ticket. We received the *identical* treatment. They had no idea what they paid extra for.
So just beware if you're choosing to stay with Rose Hotel anyway. Make sure you know what everything costs and what you're entitled to. Check and double check. You can't trust the hotel management.

The staff speak great English, and are really helpful with directions, restaurant suggestions, etc. We were very pleased with the service. They recommended a stellar place for pho and bun that was really nice, and our entire meal was under $8! They also made us spa appointments. I would recommend the $18 car service to and from the airport, since Hanoi can be overwhelming. We were very pleased with the service.
When we were there, there were the worst floods in 20 years - but the old quarter apparently does not get flooded where the hotel is. So I guess that is also something good to know, since apparently Hanoi floods fairly often.

Top Local Tips for Hanoi
Hanoi Opera House Check if there's anything on at the the HOH. Attending a performance is the only way to see the inside of a splendid building and to give yourself the chance to picture what it must have been like in it's heyday with the rustle of silk gowns and a warm breeze blowing through the open shutters. The programme I saw was an Opera and Ballet Gala with a memorable contemporary dance piece to close the evening. Seats are not expensive and on this occasion it seemed quite a few people pitched up at the interval and bought tix at the door. Quite unlike any Opera House event I 've been to before. There are also symphony concerts
