This Riverside/Stars/Lotus/Queen is an OLDER building, as befits the area of the Old Quarter. It features a tour desk next to the front door - important as if guests don't patronise it the hotel services quickly evaporate.
Many hotels in the Old Quarter depend on short stay / rapid turnover to ensure that guests purchase the greatest number of 'extras'. This hotel is just one of these sales boosters.
As for the 'star rating', it sure wasn;t awarded by either the Ha Noi Tourism Authority or the VietNam National Authority for Tourism - maybe they were garnered from the InterNet or the management - either way they don't count.
Why not do a search on Google? Use the search term >> "15 Hang Can", hanoi >> and see just how many hotels are located there.
The alleged owner of this hotel is Baotin Tourist Company, of the same address, who also owns, they claim, Rising Dragon Hotel.
Why does this matter? Because you cannot believe the description of the hotel or the rooms, especially since many words of praise come from the owner or staff of the hotel.
Would you trust your credit card info to a company that uses so many aliases?
Do what many have done, move out after the first night OR, better still, walk on by.

Taxis Call a cab, don't hail one. We used Hanoi Taxi (Tel 8535353). They are efficient and fast. Best this is they use the meter.
You can get a deal! after my terrible experience here, i walked over to the Hanoi Elegance on Ma May, to see if they had any rooms. they gave me a very nice! room for $44! i have found that going into a hotel is the best way to get a deal.
