If you find one that will not, report him to the Land Transportation office, LTFRB, the phone number has to be on the taxi, report the license number. In case you don't want to argue with the taxi driver, just get the cabs license number and telephone number of LTFRB off the cab and report it. The overcharges are usually about double the meter rate, so unless you are going a long distance the overcharge is not much in dollars.
